Rulers: Core Rulebook contains all the rules and instructions you need to play this tabletop roleplaying game. Featuring more than 25,000 words across some 68 pages (this rulebook has no art).
Version 1 is released under Creative Commons in the hopes that others will be inspired to add more content to the game, and improve upon its design.

I cant believe its so unknown.
I've ran a game loosely based on this and this is the only system that actually worked for me in terms of simulating a nation. Every other system is either needlessly complicated, too rooted in a specific setting to be easily converted, or too abstract to really ground you to something tangible.

Wow! This was an immensely nice comment to read. It makes me really happy that people are still interested in Rulers years after I uploaded it.
I too was extremely frustrated at the lack of nation building RPGs that found a balance between abstract and tangible, so I am glad Rulers was able to work on exploring that sweet spot.
I am still interested in finishing Rulers 2.0, just been a lot of life stuff lately.
